2008 DREDGER OF THE YEAR

THE WESTERN DREDGING ASSOCIATION TAKES GREAT PLEASURE IN PRESENTING ITS ANNUAL DREDGER OF THE YEAR AWARD TO

PETER ARMISTEAD BOWE


Who, through his personal interest in the technical intricacies of dredging throughout the Western Hemisphere, and other worldwide areas, distinguished himself in the areas of technical expertise, friendship, goodwill, and professionalism.

Peter Bowe, an active member of the Western Dredging Association and President of Ellicott Dredge Enterprises, LLC has, because of his ingenuity, alacrity tenacity, and business acumen, was successful in assisting the Western Dredging Association in becoming the recognized center of dredging excellence throughout the Western Hemisphere. Of particular note is the professional manner in which he responded to the unique equipment problems facing dredging operators throughout the industry. In doing so he displayed a broad spectrum of technical knowledge and people skills seldom found in executives of his age and experience. He came to the rescue of dredgers everywhere when he demonstrated his industry-leading innovations in developing a unique assortment of portable dredges, remote controlled dredges, marina dredges and marine trash skimming equipment. Under his exceptional leadership Ellicott Enterprises, has not only become one of the best-known leaders in the development and reliability of portable dredges, he has enhanced the dredging industries' ability to enhance the marine environment.

As a testimony to his contributions to the Dredging Industry, Peter Bowe was in 1989 awarded the "Company of the Year Award" by the Baltimore Business Journal and the "Venture Award" by the Greater Baltimore Committee. In 1993, the Baltimore Business Journal selected him as one of "40 Baltimore Leaders Under 40". In 1995, he was selected by Vice President Gore to the "U.S. –Egypt President's Council" and was reappointed in 1997. In 1997, Maryland Governor Parris Glendening presented Peter Bowe with the "Maryland Award for International Business Leadership in Manufacturing" from the World Trade Center Institute. Between 1998 and 2003 Peter, recognizing the need to confront environmental issues facing the dredging industry, acquired Liquid Waste Technology LWT and United Marine International, two companies that provided immeasurable support to dredging's efforts to enhance the marine environment. His overall efforts were rewarded in 2006 with the presentation to Ellicott Dredges, the United States Commerce Department's "Export Achievement Award".

His expertise in evaluating the operational needs of the dredging industry, his mild, polished manner in dealing with customers and competitors alike are only exceeded by his loyalty, concern and dedication to the Western Dredging Association and the dredging Industry. It is therefore with great pleasure that I select him as the Western Dredging Association’s 2009

LIFETIME ACHIEVEMENT AWARD

JAMES P. RAUSCH

for his dedication, interest, and outstanding contributions to the Dredging Industry and the Western Dredging Association, WEDA's 2009 Lifetime Achievement Award.

Jim Rausch, following a thirty-one year career at both the United States Army Corps of Engineers' District and Headquarters level, served as the Executive Director of the Dredging Contractors of America from September 2003 to December 2008. Throughout both his careers he not only strengthened the Corps and the Dredging Contractors of America's relations with other Federal Agencies, Congress, and the Western Dredging Association but demonstrated the critical role that the dredging industry plays in creating a strong economy, a cleaner environment and enhancing our national security.

Jim Rausch began his career with the Corps in the Baltimore District after completing a Masters Degree in Geography from the University of Maryland. Partly because of his love for the Chesapeake Bay, he took a job as a geographer with the Corps Chesapeake Bay Study working on a number of water resources study efforts in concert with state and federal agencies and coordinating the public involvement program.

In 1982 Jim accepted a position in Corps Headquarters in the Flood Plain and Coastal Zone Management Branch of Planning. After arriving in the Headquarters, he held progressively more responsible positions. This included a one-year congressional fellowship with the American Political Science Association on Capitol Hill where he served first as Executive Director of the Great Lakes Task Force on the Northeast-Midwest Senate Coalition, then as legislative assistant with Congressman Eckart of Ohio.

Jim also served at the Corps as Assistant Director of Civil Works for the Upper Mississippi Basin and Great Lakes. In 1989 he became Principal Infrastructure Coordinator for the Director of Civil Works and Executive Secretary of the Corps Infrastructure Task Force. Shortly after that he served as the Headquarters Coordinator for the Corps privatization initiative known as the "Partners for Environmental Progress". In 1991, Jim was selected to head up the Legislative Initiatives Branch in Civil Works where he had responsibility for management and coordination of all actions relating to water resources authorizing legislation. At that time he served as the principal Civil Works point of contact for coordination with House and Senate public works committees and had primary lead on the development and defense of the Army Civil Works Legislative Program which traditionally becomes part of water resources development acts.

Jim Rausch by his professional acumen, tireless energy, literary talent, personal initiative and vast knowledge of issues surrounding the waterways and dredging industry has provided the Western Dredging Association and the dredging industry with enviable leadership. His support of the Western Dredging Association and dredgers everywhere was instrumental in the Western Dredging Association becoming the recognized center of dredging excellence throughout the Western Hemisphere. Because of his outstanding actions and deeds and the quality of his contributions it gives me great pleasure to present to him this well deserved Western Dredging Association's 2009
